Ice Dragons are fierce predators who hunt using their extremely cold breath. The breath of an ice dragon can freeze its prey solid in seconds. The body of an ice dragon is so cold that icicles will form along its skin no matter the outside temperature.

Dragons are highly-intelligent reptilian creatures that—from a human perspective, at least—appear to live forever. Many different varieties of dragon exist, each with their own unique qualities, habitats, and behavior. Adolescence in dragons is usually marked by the growth of a hatchling’s wings, although not all breeds of dragons grow wings and some breeds have other traits that indicate the beginning of maturation. In Galsreim, dragons and humans coexist peacefully.

Odd for an ice dragon, Civic Center lives in a city located on a peninsula. His favorite spot is a plaza where many important buildings can be seen, and when he's there, he tries not to move around too much so the humans can go on with their business as if he weren't there. He doesn't involve himself in human affairs, but he likes observing them in the same way a child watches ants in an ant farm. Occasionally, the child will shake the farm to see what happens and how the little creatures will deal with the disruption. Civic Center tried something similar once, and the "ants" reacted by banding together and trying to kill him. He's learned not to do that.
