False-Headed Hydra Dragons actually only have two heads. Despite their appearance, their tails are pure muscle and lack any internal organs. In combat, their false heads are used to bait their enemies into attacking their tails instead of their more vulnerable heads, creating openings to strike back. These dragons have been known to frighten and intimidate other species by holding their tails close to their necks, making it look like they are a larger, more threatening four headed beast. They also use their tails to help them hunt their prey, confusing their targets in various ways. Their scale coloration and hunting habits vary depending on their environment. False-Headed Hydras can regrow their tails if they are cut off or badly damaged.

Dragons are highly-intelligent reptilian creatures that—from a human perspective, at least—appear to live forever. Many different varieties of dragon exist, each with their own unique qualities, habitats, and behavior. Adolescence in dragons is usually marked by the growth of a hatchling’s wings, although not all breeds of dragons grow wings and some breeds have other traits that indicate the beginning of maturation. In Galsreim, dragons and humans coexist peacefully.

Two-headed dragons are unique enough to deserve a separate classification from ordinary dragons. They have two necks, two brains, two mouths, but one stomach and one main body. The two heads usually work together, but there are times when they will fight each other, snapping back and forth. Their unique anatomy prevents them from breeding with single-headed dragons.

User Description

Jay and Joy is the governor of Haumiba, and she's not doing too bad a job, if she could say so herself (and most of the inhabitants of Haumiba seem to agree). Jay wanted to rule over Galsreim, while Joy wanted to be a neighborhood assistant. They found a compromise by campaigning for governorship of Haumiba and won by a decent margin, to the surprise of both. Also to the surprise of both, this has been a fairly enjoyable job despite being less ambitious than Jay originally wanted and too ambitious for Joy originally. Most of the major legislation Governor Jay and Joy signed supported education for young dragons, increased the number and scope of land use projects, and put into place more mana mining regulations. Many dragons say that she has an advantage in debates and individual interactions due to her multiple heads, though she has a hard time believing that.
