And look! Its back legs have become a second set of wings! It must be close to maturing.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

All Penal Code seems to care about is rules. The other young dragons grumble that it's all rules, rules, rules with this girl and that she uses her newly-gained flight capabilities just to watch everyone. "Mother says you shouldn't be out at this time," "I don't think this counts as fair use," "This is against article 12, section IV, item g of the Cave Code", and so on. PC isn't the best at anything except paying attention to things that "aren't important" and ratting out her peers. They say she'd make an excellent bureaucrat for the humans.
