Cheese Dragons are not actually alive. They are enchanted items of food that act almost identically to dragons. They have no need to eat, but they must “live” in humid environments or they will dry out and harden.

Carwardine resides in the portion of tunnels where the fouler-smelling dragons are assigned. Its roommates are two black marrows, and the next room is occupied by a gaggle of magelight pygmy wyverns and occasionally a wayward turpentine. Unlike most residents, though, it doesn't object to this judgment of what's good smelling or bad smelling, though it doesn't have strong opinions and doesn't mind when others make decisions for it. Carwardine is an intelligent creature like everyone else here, but it is a mild cheese. While edible, the reason it hasn't been eaten is that the other dragons don't really know what it is other than some kind of germ-ridden mammal stuff and are repulsed by the very idea of tasting it.
