Bolt Dragons are incredibly powerful dragons with the ability to wield lightning magic. They can be ruthless on occasion, but are generally mild unless provoked. Due to their intelligence and keen observational skills, it is incredibly arduous to attack a Bolt Dragon undetected. If threatened by a formidable opponent, Bolt Dragons will flare out their fin-like appendages to make themselves look more menacing.

Dragons are highly-intelligent reptilian creatures that—from a human perspective, at least—appear to live forever. Many different varieties of dragon exist, each with their own unique qualities, habitats, and behavior. Adolescence in dragons is usually marked by the growth of a hatchling’s wings, although not all breeds of dragons grow wings and some breeds have other traits that indicate the beginning of maturation. Vetter is a "vetter": he vets. He is possibly related to this big-name musician named "Vedder" who bangs rocks together, so that would mean somehow there was a mixup in the records. Anyway, Vetter's job as one of the governor's advisors is to perform background checks on people, so the name works. His job is occasionally exciting, but from the way he describes it to the children sounds like he's always putting himself in peril and going on great adventures. Since he's a cunning bolt dragon who dabbles in fire as well as lightning, many hatchlings assume his work involves lots of magic use and fights with bad people who don't pass the test.
