Aww... It’s a cute baby dragon. It hatched with fins instead of legs and did not seem to react well to freshwater, so you relocated it to the nearest ocean.
Its dorsal fin has grown larger, and it rarely surfaces anymore. It must be close to maturing.
Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Behold, seeker of the dragon lore, T'Web of the deep sea dragons. Although the hatchling looks quite healthy on the first glance, a closer look reveals that she has stopped growing before reaching adulthood. This strange sickness has been observed in many hatchlings for seemingly no reason, although quite a lot of these eternal children are of mixed breed. This is why some experts of dragon lore believe that there is a connection between interbreeding and unfinished maturation. Another reason might be that T'Web was hatched to a mother who only had one egg before which was abandoned by her and who might thus have lacked experience in parenting. At least she allowed T'Web to stay near her when she did not mature any further and has even been seen to feed her daughter on more recent sightings of the two.
