Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Rock Beats Scissors is best friends with I Beat Rock. There are no scissors dragons, so the stone dragons cannot win the Game. This makes the paper dragons very happy. In her spare time, Rock Beats Scissors plays Rock, Paper, Scissors with the other paper dragons. For some reason, the stone dragons don't want to play with them. The paper dragons have to have tiebreakers quite often, but so far there has been no definite winner.
