This hatchling appears to be... dead?

Perhaps not. It seems to be active during the night.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Contrary to popular belief not all vampires are dark, ugly brutes who just go around killing; Mini-fang is one of the vampires that proves this. He is a happy-go-lucky comic. He'll often giggle and laugh at himself, and if anyone cares to ask him why he is acting so peculiarly they'll soon hear his stories or jokes and end up laughing with him. In this manner he draws large crowds wherever he goes. Sure he picks off the occasional spectator as a meal, but he is only a hatchling after all. Just look at that adorable face, how can anyone stay angry at that.
