Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Kami Gami is the name of a dragon God who ruled and protected over the meek race of Paper dragons.  However he himself was not a paper dragon.  Kami Gami glided into Xuxa's cave one evening and presented himself as THE Kami Gami.  Xuxa knew the legend, however went along with it and gave Kami Gami a respectable bow.  Kami Gami bowed back and then announced that he would stay in the cave as one of the family to protect them.
