Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Mother of the Paper Cranes, though Paper Dragons have no gender, is called Mother for it's facination for folding tiny paper animals, especially little cranes, which it calls its children, for the lack of the ability to have real little ones.
