This hatchling appears to be... dead?

Perhaps not. It seems to be active during the night.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

The Corroded Justice's mental state was never the best. Being a vampire, bitten by an unknown dragon and raised by dragons whose mindset was against him at the start is never a good upbringing. The Candlelight Phantasma and his "daughter" of sorts was the closest thing he had to a family.

The Banished Quasiroyal was a creature of legend, disappearing at hatching, said to hold the universe in her claws. The Candlelight Phantasma was the same kind of elusive myth.

It's quite fair to say that the Justice never had a family at all.

And yet his title, being the Justice, forces him to make the important decisions in court, to decide whether a dragon lives or dies. He's responsible for the deaths of many, simply because he can never say that someone isn't actually guilty.

Other dragons looked at him with fear, making him feel guilty about himself and merely corroding his mind further. Now they're the ones to pay, as their lineages grow short and their relatives are clawed to death.
