Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Born on the second day of the New Year, Fleet came into the world with wishes and hopes written on his wings. The dragons of his Cave had made their New Year's resolutions, determined to improve their lives. Through some unknown magic, Fleet was born with these words and an instinctive knowledge of who had written them. "I will not gossip," wrote a talkative Purple. "I will not put lizards in my sister's nest," read the Pygmy-sized writing on Fleet's ear. Once he grew old enough to fly on his own, Fleet eagerly sought out the writers. However, he was dismayed to discover that very few of the dragons had kept their resolutions. He gave the backsliding writers a heartbroken look, before gliding quietly away. The dragons, feeling guilty, flew after him and promised to do better in the future. This promise lasted about as long as their first resolutions, but Fleet will always be there to remind them to keep trying. It is his purpose, given to him by the magic that brought him to life.
