Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Due a gigantic failure of one of the apprentice Inari monks, many of the valuable scrolls containing information on dragons joined together to form a paper dragon. The monks sought to undo the spell, but this adventurous paper dragon struggled free, losing a part of its scale as it escaped the spell-casting chamber. To this day, the monks are unsure of where it is or whether or not it's still animated. However, rumors among the Magi dragons tell a tale of a dragon with a missing scale hidden in the library. They say that along with Inari's Dragon and Inari's Child, a third one could be seen gliding nearby.
