Aww... It’s a cute baby dragon. It already has a pair of wings, but it can’t fly very well with them.
And look! It’s gotten bigger and has grown a second pair of wings, making it able to fly better than any hatchling you’ve ever seen.
Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Once upon a time, this tiny dragon was a very sad creature indeed. He had wings, but oh, how useless they were for flying. No matter what he did, they simply failed to function right, and as such he had to sit miserably around on the ground while all the other baby dragons burst into flight.
UNTIL HE GOT HIS BUTTWINGS, THAT IS!
No sooner had a second pair of wings formed upon his rump than the excitable little creature was flying circles around the competition, squealing all the while. Unfortunately for him, his frenetic flight patterns crashed him straight into the middle of a sorceress' youth preservation spell, but he doesn't really mind. After all, being a kid forever means less responsibilities--which means more time to UTILIZE HIS BUTTWINGS AWWW YAH.
