Cheese Dragons are not actually alive. They are enchanted items of food that act almost identically to dragons. They have no need to eat, but they must “live” in humid environments or they will dry out and harden.

Celli can't fly since his wings have holes in them (and they're made of swiss). He is mortified by the thought of people eating cheese, which is why this cove bans the consuming of cheese. But other than that, Celli is a hilarious dragon, due to the fact that he's very clumsy and bashful.
