This hatchling appears to be... dead?

Perhaps not. It seems to be active during the night.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Hail Kale has always enjoyed the company of his Vampiric Uncles and Aunts, but in time grew weary and lonely.  None of the other dragon breeds would not let Hail Kale near their hatchlings.  They didn't like how he looked at their children so hungrily, how his eyes followed the younglings' every move, his tail twitching back and forth across the cavern floor, or how the other vampiric adults would snicker and encourage him on.  Having fallen into a gloom he asked but for one thing...  a brother to share his play.  Unable to refuse such a request, Oh Death was snatched from the cave and now Hail Kale has his own little brother to play with for the rest of time.
