Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Charta exists ignorant of the fact that she isn't really living. Although her gender is truly unknown, she demands that the others address her as a girl, and therefore the rest of the dragons all obey her request. When other dragons reproduce, she looks at them with disdain. For in Charta's mind, it's not that Charta can't reproduce, it's because Charta doesn't want to reproduce. Such trivialities of life are below her dignity.
