Mind Melting is not the most intelligent of his kind. He was named Mind Melting due to the fact that he seems to have the innate ability to make others not remember certain facts, or make them unintelligible for a period of time. Mind Melting does not mean to do these things, but then again he doesn't realize he's doing it in the first place.
