Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Emergency Orders was born during that time worldwide when all the humans in all the caves had to spend a protracted amount of time at home alone in order to prevent the spread of a highly infectious virus. Emergency Orders found himself in the rather dubious position of being the dragon to spread the news whenever the rules changed about things like lockdowns and masks and how shops and restaurants could run. It made him rather unpopular with many dragons and humans, as his news inevitably added more stress to an already stressful situation. There wasn't much he could do about that, however, so Emergency Orders just made sure the news was passed on to the best of his abilities, and returned home to his cave each time to enjoy one of Lagie's brownies and some of JAvA's coffee.
