Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Rumor has it that Cipher was created when a wizard, not content with encrypting his secrets in his own nearly-unbreakable code, wrote them all on a single sheet of paper that he then enchanted into a paper dragon egg. The symbols that cover Cipher's body are more likely the result of generations of bored scribes, but Cipher has never been one to get in the way of a good story. She gets endless amusement out of dropping pieces of paper in front of curiosity-seekers, who will spend hours breaking whatever code she used only to discover a bad joke, wretched pun, or regrettable recipe.
