This hatchling appears to be... dead?

Perhaps not. It seems to be active during the night.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Pelka is Dragontown's second vampire, frozen as a hatchling for the same reasons as Kalkabek was.  Like Kalkabek, she's attached herself to the Nocturne Guards, feeling it her mission to keep Kalkabek and the frozen albino hatchling Grywan from getting into trouble.  Kalkabek gets annoyed when Pelka prevents him from biting a criminal, but will usually back down when she gets persistent.  Most think that Pelka's protective nature means that she was a guardian before her egg was turned, though some speculate that she might have been a pink or a purple dragon instead.
