Aww... It's a cute baby dragon. Unlike the other hatchlings, this one hatched with wings.
And look! Its back legs have become a second set of wings! It must be close to maturing.
Young dragons are relatively defenseless. Their scales don't grow in until right before they mature, and they have almost no strength. Once a hatchling's wings grow in, it marks the beginning of maturation. At this point they are usually left alone by their mother and begin to hunt and survive on their own.
This hatchling was forced out of its egg prematurely.
Ventumane is the early wind. This dragon's egg was crushed far too early for the hatchling to be comfortable with life in the small body it never knew it had and so it quickly fled. A hastily cast freezing spell was enough for a traveler to stop the frightened, speeding beast, but that act also left the creature permanently trapped within the tiny form it had been trying in vain to break free of. Now Ventumane, too weak to truly fly free like its brethren, listens always to those early breezes singing songs of advancing storms who die before their gales ever embrace the racing Skywings.
