Aww... It's a cute baby dragon. It perfectly depicts winter weather.
And look! It's grown its wings! It must be close to maturing.
Young dragons are relatively defenseless. Their scales don't grow in until right before they mature, and they have almost no strength. Once a hatchling's wings grow in, it marks the beginning of maturation. At this point they are usually left alone by their mother and begin to hunt and survive on their own.
This seasonal dragon did not mature in the time that is normal for dragons, but instead has remained a hatchling for much longer than would be expected. Because of this, studiers of dragons have recorded his case as a dragon's employment of magic to achieve eternal youth. No one can come to a conclusion as to why a dragon would do this to itself, although some theories include enduring youthfulness and hopes for immortality. Although, humans will probably never know for sure.
