Cheese Dragons are not actually alive. They are enchanted items of food that act almost identically to dragons. They have no need to eat, but they must “live” in humid environments or they will dry out and harden.

Government Cheese is for all the little people. He helps them when they are down on their luck, making sure they can afford to buy food. In this day and age, it is hard finding a job when all the dragons swoop down from the sky and eat the employers. He is the Big Cheese, as the little people call him. They appreciate the responsibility he takes when the ruling lords get too high and mighty in their homes, and raise the taxes to unbelievable rates. When that happens, he tries to encourage the economy growth by "sharing the wealth", and starts taking coins from the lords' coffers and giving it back to the people. Sometimes his plans backfire though, like the time he tried to bail out the Big Trio of Wagonmakers. But that's another story...
