Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

This dragon cannot understand why everyone is so obsessed with him. Humans and dragons alike have begged Meerkat, the one who enchanted him, to allow them to be his owner. Every human and dragon that sought to own him has stated that he will make all of their dreams come true, that he will bring them treasures beyond their wildest dreams, as well as the admiration of their peers. Alas, Million Dollar Bill is but a piece of paper folded into a fancy dragon shape. Meerkat continuously tells her visitors that he cannot ensure anyone's prosperity, and has no magical powers other than his ability to act like a regular dragon, but so far, the message hasn't sunk in.
