This hatchling appears to be... dead?

Perhaps not. It seems to be active during the night.

Young dragons are relatively defenseless. They are born with relatively soft scales, which are shed and replaced with harder ones as the hatchling matures. Once a hatchling’s wings grow in, it typically marks the beginning of maturation. At this point they are often capable of hunting on their own and are usually left alone by their mother.

Frozenvenom is a sneaky little dragon. He plays many practical jokes on the other dragons. This is his way of getting revenge for being frozen. It haunts him so he deals with his anger in the only way he knows how: his pranks. He takes pride in seeing how many he can pull off without being caught. He laughs at the others when he is successful and pouts when he fails.
