Paper Dragons are not truly living creatures. They are pieces of parchment enchanted by magic, and as such, are very vulnerable to fire. However, they behave almost like dragons. The only place where their behavior differs is breeding: paper dragons cannot breed.

Promethium is one of two magical anomalies among living elementals, the other one being Technetium. He has decided to get comfortable in the swamp inhabited by the Lanthanide family of Water Walkers, and he just won't budge despite the damp conditions damaging his fragile paper body quite a bit. He seems to consider himself a part of the family, even though he was created by mages and isn't even a dragon of flesh and blood, thus making any sort of relation clearly impossible. The Lanthanides, not used to such a breach of uniformity within their community, seem to be uncomfortable around Promethium and tend to just avoid him as much as they can.
